The Speaker replaced the Judiciary Committee referral for the                  
following at the request of Representative Porter, Chair:                      
                                                                               
HOUSE BILL NO. 54                                                             
"An Act making an appropriation to the principal of the permanent             
fund from the constitutional budget reserve fund under art. IX, sec.           
17(c), Constitution of the State of Alaska; and providing for an               
effective date."
